Dr. Dalip Singh is a senior civil servant who joined Indian Administrative Service (IAS) in 1982. He belongs to Haryana cadre. Presently, he is State Election Commissioner of Haryana.

Earlier he obtained his post graduation in clinical psychology from the University of Delhi in 1978. He completed M. Phil with research work in areas such as intelligence, creativity, leadership, personality and mental health. He was awarded PhD in Psychology from the University of Delhi in 1982. Dr. Singh worked from 1980-82 as a Faculty Member at the Faculty of Management Studies, University of Delhi before joining the IAS. He has been awarded D.Litt in Psychology by Bundelkhand University, Jhansi, UP, India in 2005. He is an alumni of Columbia University, USA, JFK School Of Government, Harvard-Boston, USA and Cambridge University, England.

Dr. Singh is an expert on emotional intelligence. His book has been translated into Chinese, Tamil, Marathi and Hindi. The book on EQ has been best seller in recent times sold more than 15000 copies.

Presently he resides in New Delhi (INDIA).
